Background and Experience

Cesar Palma was raised in Edinburg, Texas, where strong family values and a sense of responsibility shaped his approach to both life and work. Growing up, much of his time was spent outdoors with his brothers, building the kind of resilience and perspective that continues to influence how he operates today. That foundation remains central to how he leads within the firm and how he approaches each case.

With more than a decade of experience in personal injury law, Cesar has developed a reputation for preparation, consistency, and results. Early in his legal career, he secured significant recoveries in complex pharmaceutical litigation, establishing a standard for performance that has carried through his work ever since. Over time, he has helped recover hundreds of millions of dollars for clients across the Rio Grande Valley and throughout Texas.

Approach to Cases

For Cesar, every case begins with clarity. The initial client meeting is not just a formality; it is where the direction of the case is established. He focuses on identifying the key facts early, understanding how they will be challenged, and building a strategy that positions the case for a strong outcome from the start.

His role as Chief Legal Operations Officer centers on structure and execution. He ensures that cases across the firm are organized, developed, and managed with consistency. That level of oversight allows the firm to move efficiently while maintaining a high standard of preparation.

At Tijerina Legal Group, this approach often places the team in a stronger position than opposing counsel. Cases are not reactive but are built intentionally, with each step supporting the next.

Education and Recognition

Cesar completed his undergraduate studies at the University of Texas-Pan American, now UTRGV, before earning his Juris Doctor from Thurgood Marshall School of Law. During law school, he competed in regional and national mock trial competitions and earned the CALI Award for Excellence in Appellate Litigation, ranking first in his class.

He is licensed to practice law in Texas and in Federal Courts and remains active in the Rio Grande Valley through speaking engagements at schools, connecting with students from elementary through high school.

Personal and Community Connection

Cesar is a husband and father of three sons. Outside of his legal work, he spends his time with his family, often outdoors enjoying nature or traveling. His connection to the Rio Grande Valley is both personal and professional, and that connection is reflected in how he approaches his role: focused, responsible, and committed to the people the firm serves.
